Gavel is a freemason tool, which usually is made out of wood. This gavel however is metallic and is polished to be reflective. Gavel is used as a hint on the first clue of Sadusky Family Photo pointing to the Masonic Table. On the table there are stars, but only one is where the gavel can be inserted. once turned the gavel comes to a stop and shows one of the globes of the postament in the reflection, that's where Aztec Relic is hidden.
